1 Policy Statement

Jurnal Pendidikan Kewarganegaraan (JPKN) acknowledges the increasing use of Artificial Intelligence (AI) tools in academic writing and research. This policy sets out the principles, permitted uses, disclosure obligations, and author responsibilities regarding AI-assisted technologies. The policy aims to uphold transparency, accountability, academic integrity, and compliance with Indonesian journal accreditation standards.

2 General Principles

2.1 AI as a Support Tool, Not a Replacement. AI tools may assist authors, but must not replace human critical thinking, analysis, or scholarly judgment.

2.2 Human Responsibility. Authors bear full responsibility for the accuracy, originality, integrity, and ethical compliance of all submitted work, including any portions generated or assisted by AI.

2.3 AI Cannot Be an Author. AI tools cannot be listed as authors or co-authors. Authorship requires responsibilities that only humans can fulfill, including accountability for the work, conflict of interest disclosure, and copyright management.

2.4 Regulatory Alignment. This policy aligns with Permendiktisaintek Nomor 9 Tahun 2026 on Accreditation of Scientific Journals and Keputusan Dirjen Nomor 374/DST/D.D1/HM.01.01/2026 on Technical Guidelines for Accreditation of Scientific Journals.

3 Permitted & Prohibited Uses

✔ Permitted Uses

  • Language editing (grammar, spelling, syntax)
  • Paraphrasing and clarity enhancement
  • Translation with human verification
  • Formatting support for references
  • Code generation or debugging
  • Literature summarization (verified)

✘ Prohibited Uses

  • Generating original scientific content
  • Drafting core sections (abstract, discussion)
  • Producing or manipulating data
  • Generating unverified references
  • Creating or altering images
  • Full manuscript generation
  • Circumventing detection systems

4 Disclosure Requirements

4.1 Mandatory Disclosure. Authors must disclose any material use of AI tools in manuscript preparation. The disclosure must include:

  • The name and version of the AI tool used (e.g., ChatGPT 4.0, Gemini 1.5);
  • The purpose of use (e.g., language editing, translation, code debugging);
  • The specific sections or parts of the manuscript assisted by AI.

4.2 Location of Disclosure. The statement must appear in a dedicated section titled "Disclosure of AI Usage" placed before the References section, or in the Materials and Methods section where AI was used as part of the research methodology.

Example Statement:
"During the preparation of this manuscript, the authors used [insert AI tool name, version, and developer] for [provide a clear description of the purposes and extent of use]. All AI-generated outputs were critically reviewed and thoroughly edited by the authors to ensure factual accuracy, clarity of expression, and compliance with academic standards. The authors take full responsibility for the integrity and content of this manuscript."

4.3 No AI Use. If no AI tools were used, the disclosure section may be omitted.

5 AI Use by Reviewers & Editors

5.1 Reviewers. Reviewers must not use AI tools during peer review. Manuscripts under review are confidential and must not be uploaded, pasted, summarized, analyzed, or disclosed to any AI application. Review comments must be prepared solely by the reviewer.

5.2 Editors. Editors may use AI only for limited administrative or language-support purposes, subject to confidentiality requirements. AI must not substitute scholarly assessment, editorial deliberation, or decisions to accept, revise, or reject a manuscript. Editors should not upload submitted manuscripts or decision letters into AI tools.

6 Screening & Compliance

6.1 Screening Tools. JPKN uses Turnitin or similar tools with AI-detection features to screen submissions for potential undisclosed AI use.

6.2 Thresholds. The AI-generated content indicator should not exceed 20%. Manuscripts exceeding this threshold may be returned for revision or rejected at the discretion of the editorial team.

6.3 Human Judgment. No manuscript will be rejected based solely on an AI detection score without human editorial review of the flagged content.

6.4 Compliance Actions. Failure to disclose AI usage, or evidence of unethical use, may result in:
  • Manuscript rejection;
  • Request for revision and re-screening;
  • Formal written warning;
  • Submission ban for a specified period;
  • Retraction of published articles if violations are confirmed post-publication;
  • Notification to the author's institution where appropriate.

7 Author Responsibilities

7.1 Originality and Authenticity

Authors must certify that their manuscript is entirely their own original work, has not been previously published elsewhere, and is not under consideration by any other journal. All data presented must be real, authentic, and accurately represented.

7.2 Full Responsibility for AI-Assisted Content

Authors bear full and sole responsibility for the accuracy, integrity, and ethical compliance of all content, including any portions generated, assisted, or influenced by AI tools. This responsibility cannot be transferred to the AI tool, its developer, or any third party.

7.3 Proper Attribution and Citation

Authors must identify and properly cite all sources used in creating their manuscript. This includes direct quotations, ideas, data, methods, and interpretations derived from other works. Failure to provide proper attribution constitutes plagiarism.

7.4 Disclosure of AI Use

Authors must transparently disclose any material use of AI tools in accordance with Section 4. Non-disclosure constitutes a violation of this policy and may result in manuscript rejection or retraction.

7.5 Conflict of Interest

Authors must notify Editors of any conflicts of interest—financial, personal, or institutional—that could influence interpretation of their work. Such conflicts must be disclosed at submission and, where relevant, in the manuscript.

7.6 Significant Contribution

All listed authors must have made a significant contribution to the research and manuscript preparation. "Gift," "honorary," or "ghost" authorship is prohibited. AI tools cannot be listed as authors.

7.7 Participation in Peer Review

Authors are obliged to participate in the peer review process, including responding to reviewer comments in a timely and professional manner, and cooperating fully with editorial requests for clarification or revision.

7.8 Correction and Retraction

Authors must provide retractions or corrections of mistakes discovered in their published work. If a significant error is discovered, authors must promptly notify Editors and cooperate in publishing an erratum, correction, or retraction as appropriate.

7.9 Ethical Standards Compliance

Authors must ensure their research complies with all applicable ethical standards, including ethical clearance for research involving human or animal subjects, where required. Absence of required ethical clearance may negatively impact assessment and journal accreditation status.

7.10 Regulatory Compliance

Authors must comply with all applicable regulations, including Permendiktisaintek Nomor 9 Tahun 2026, which emphasizes publication ethics and manuscript substance as core assessment criteria.
