Publisher: Universitas PGRI Pontianak

1. Policy Statement

Jurnal Pendidikan Kewarganegaraan (JPKN) is committed to maintaining the highest standards of academic integrity and ensuring the originality, transparency, and credibility of published research. JPKN prohibits all forms of plagiarism, self-plagiarism, duplicate publication, inappropriate text recycling, data fabrication, data falsification, and other violations of publication ethics.

2. Definition of Plagiarism

Plagiarism is the act of presenting or using another party's work, ideas, arguments, data, research findings, methods, tables, figures, images, or intellectual property as one's own original work without proper attribution and citation. Plagiarism, whether intentional or unintentional, is not tolerated. Authors are responsible for ensuring that all sources are accurately cited and referenced.

3. Similarity Screening Process

  • Timing of Screening: All submitted manuscripts will be screened for similarity by the editorial team before entering the peer review process. Re-screening may be conducted after author revisions or prior to publication.
  • Screening Tools: JPKN uses Turnitin (or other reputable similarity-checking software, such as iThenticate).
  • Similarity Thresholds:
    • The Overall Similarity Index should generally not exceed 20%.
    • Similarity from any single source should generally not exceed 5%.
Important Note: The similarity percentage is not the sole automatic basis for accepting or rejecting a manuscript. Similarity reports must be interpreted manually by the editors.

4. Criteria for Evaluating Similarity Reports

Editors consider the following when evaluating similarity reports:

  • The source and distribution of text matches;
  • The appropriateness of citations and paraphrasing, and whether they are clearly marked;
  • The proportion of similarity to a single source;
  • Whether the matches involve original research findings, interpretations, or methods;
  • The degree of similarity with the author's own previously published works (self-plagiarism risk);
  • Whether the matches come from properly cited quotations or reference lists;
  • Whether the matches come from journal templates or unavoidable standard academic expressions.

5. Actions and Sanctions

Similarity Level Action
Below 20% The manuscript proceeds to editorial evaluation and peer review. However, if plagiarism or improper citation is found even below the threshold, editors reserve the right to reject the manuscript.
20% – 25% Editors will contact the corresponding author to provide clarification and request revisions until the similarity falls within an acceptable range. The revised manuscript must pass re-screening before the process continues.
Above 25% The manuscript is generally rejected at the initial screening stage, unless the author can provide strong justification and obtain special approval from the editorial board.
Severe plagiarism or ethical violations If proven, editors will take actions including but not limited to: manuscript rejection, notification to the author's institution, a ban on submitting manuscripts to JPKN for a specified period, and retraction of published articles.
Note: JPKN reserves the right to reject any manuscript at any stage if ethical concerns arise, regardless of the similarity score.

6. Author Responsibilities

When submitting a manuscript, authors must declare that:

  • The manuscript is entirely original work;
  • All sources and external materials have been properly cited and referenced;
  • The manuscript is not submitted to another journal (no duplicate submission);
  • The author discloses any relevant preprints, conference papers, theses/dissertations, or prior publications;
  • The reference list is accurate, correct, and verifiable.

7. Use of Artificial Intelligence (AI)

If authors use artificial intelligence tools (such as text generators, translators, or language editors) in preparing the manuscript, this must be disclosed at submission. Using AI tools to generate fake references or merely to rewrite text in order to evade similarity detection is prohibited. Responsibility for AI-generated content rests entirely with the author.

8. Legal and Reference Basis

This policy is formulated based on the Committee on Publication Ethics (COPE) and applicable principles of scientific publication ethics, including the provisions for scientific journal accreditation in Indonesia.
