This study aims to develop an ASSURE-based Project Citizen learning model as an innovation to strengthen students’ character in the Pancasila Education course. The research employed an R&D method consisting of several stages: needs analysis, model design, expert validation, limited trials, and model revision. The developed model integrates the six stages of the ASSURE instructional design with the Project Citizen syntax, which emphasizes socially oriented and reflective project-based learning. The research findings indicate that the model obtained an expert validation score of 4.40, categorized as highly feasible. Results from limited trials involving 25 students showed a model implementation rate of 89.5%, student response of 90%, and an increase in learning outcomes and student character with a gain score ranging from 0.49 to 0.6. Moreover, the paired sample t-test results revealed a p-value < 0.05, indicating a significant improvement in students’ understanding of Pancasila values and character formation. Therefore, the ASSURE-based Project Citizen model is declared feasible, practical, and effective (in a limited scope) for enhancing character development and understanding of Pancasila values in higher education.
